Transfer Process
Is your student currently receiving highly capable services from another school district?
What qualifications are needed to apply?
You may apply for Centered Advanced Learning Services
If your child was enrolled in a Centered (receiving services in the four content areas of language arts, social studies, math and science) service model in another school district in grades 2 – 12 with requirements aligned with BSD expectations for scores and test levels. This service model is for in-district students only.
You may apply for Domain-Specific Advanced Learning Services
If your child was enrolled in a domain-specific service model in another school district and is entering grades K – 9. Domain-specific services will be provided in the general education classroom in the school where your child is enrolled.
Your child must have been receiving these services or have just been identified for these services immediately preceding your move to the Bellevue School District. You must complete your move and register your child in your attendance area school before you can apply for advanced learning services. Per District policy, all students must be residing within the boundaries of the Bellevue School District at the time of enrollment.
If your child is attending BSD on an approved nonresident transfer and is identified as in need of advanced learning, services are only provided through domain-specific services in the general education classroom at the current school setting for which that transfer applies.
You must also meet the following requirements:
Centered Services (Grades 2 – 12)
- Have the complete battery (Verbal, Quantitative, Non-Verbal and Composite) of the CogAT Form 7 or CogAT Form 8 (not CogAT 7 Screener or CogAT 8 Screener) taken in person during the 1st grade year or beyond (Level 8 or above), proctored by an accredited school district
- Have achievement data (Standards Based Assessments, such as Smarter Balanced, iReady, NEWA – MAP, Star, Iowa (ITBS), curriculum-based reading and math assessments not more than one year old in both reading and math)
- Have test scores in the range of those students identified to receive services in BSD
- Current grades
- Tested at the appropriate level
- Proof of enrollment in above grade level courses
- Evidence of success with continued strong performance at an accelerated level, commensurate with the level of our self-contained service model
Domain-Specific Services (Grades K – 9)
- Have the complete battery (Verbal, Quantitative, Non-Verbal and Composite) of the CogAT Form 7 or CogAT Form 8 (not CogAT 7 Screener or CogAT 8 Screener) taken in person during Kindergarten or beyond, proctored by an accredited school district
- Have achievement data (Standards Based Assessments, such as Smarter Balanced, iReady, NEWA – MAP, Star, Iowa (ITBS), curriculum-based reading and math assessments not more than one year old in both reading and math)
- Have test scores in the range of those students identified to receive services in BSD
- Current grades
To determine if placement is appropriate:
We evaluate all students using the complete battery of the CogAT, Star, Iowa and multiple data points, including other achievement data (listed above) from your previous school district. Follow these steps if you would like your child to be evaluated for placement:
- Before we can evaluate your child, your child must be physically living in the boundaries of the Bellevue School District. Once living here, your child must be attending a BSD school. Please go here to enroll your child in your attendance area school (the school associated to your address). You can look up your address here. This must be done first.
- Submit an Application for Advanced Learning Services form to the Advanced Learning Office. IMPORTANT: Before filling out this form, download and save it to your computer (the fillable features are not compatible in some browsers). Please include the in-range tests results from the assessments required for placement in the highly capable program at your previous district and all other required documents listed above.
The Application for Advanced Learning Services form (above) is NOT an application for testing. It is only for students who were previously enrolled in a highly capable program in another school district.
