Any such community group, committee, council, or task force (hereinafter referred to as “community advisory group”) formed by authorization of the Superintendent and/or School Board will follow the following guidelines:
- The title of any community advisory group will clarify whether it was formed under the authority of the Board, Superintendent, or both.
- Each community advisory group will have a charter that includes a purpose statement, charge, rationale, members, roles and responsibilities, term, and meeting schedule.
- The duration of the life of the community advisory group will be indicated when it is established. The Superintendent and/or Board may authorize the group to continue its work beyond the original termination date.
- Appointment of the community advisory group chair(s) and/or facilitator(s) will be the prerogative of the Superintendent or Board
- Membership will be determined based upon the person's interest and/or expertise in the charge assigned to the community advisory group.
- Every effort will be made to ensure that community advisory group membership reflects broad representation of relevant stakeholders, including but not limited to those who reflect the interests of historically underrepresented members of the community and will ensure student voice/participation.
- If community advisory group membership opportunities are extended to established groups such as the PTSA Council, those groups will select their representative(s).
- The community advisory group will be advisory only. The Superintendent or Board will not and, under the law cannot, relinquish its decision-making responsibilities.
- Meeting notes, resources, progress reports, final findings etc. will be posted to the Community Advisory Group page on the district website.
- The community advisory group will make periodic progress reports; such interim reports as well as the group’s final findings and recommendations will become matters of public record by virtue of their publication or presentation to the board in a public board meeting.
- Staff advisors and other resource assistance will be made available at the discretion of the Superintendent and/or Board. The community advisory group may request advice or opinions from others as well, including community members according to the charter of the group.
- Expenses of the community advisory group may be allowed with the appropriate authorization in advance.
- The community advisory group may invite public attendance if it feels such attendance will facilitate the accomplishment of its goals.
- The community advisory group will develop meeting norms to assist in the orderly pursuit of its assigned charge.
- By agreeing to serve on a community advisory group, members are expected to comply with the guidelines in this procedure as well as the norms established by the community advisory group.
