It is expected that all students attending Bellevue School District will be enrolled as a full-time student. For the purpose of enrollment, and in accordance with Policy 3120, a full-time student is defined as:

  • Grades K-12: 27.75 hours or 1665 minutes of instruction per week for 180 scheduled days.
  • Full-time elementary students must be enrolled for the entire school day.
  • Full-time middle school students must be enrolled in all seven periods each day.
  • Full-time high school students must be enrolled in all seven periods at a Bellevue School District school in grades 9 and 10 and enrolled in at least six contiguous (in a row) periods in grades 11 and 12. Students who are in their fifth year of high school and enrolled in grade 12 may enroll in less than six periods that do not need to be contiguous (in a row).

Exceptions to fulltime enrollment:

  • Private school student who is a resident of the Bellevue School District seeking a course of instruction and/or ancillary service not provided by their private school
  • A student who is a resident of the Bellevue School District receiving home-based instruction under RCW 28A.225.010 and seeking a course of instruction and/or ancillary services  
  • A student receiving home hospital services.
  • When part-time enrollment is used as a truancy intervention
  • A student enrolled in Running Start.
  • A student with disabilities whose IEP or 504 Team has included part-time enrollment in the IEP or 504 Plan.
  • A student receiving special education services whose IEP Team has included private special education services in the IEP.

A course is defined as any instructional curricular service or activity in which preschool through twelfth grade students are enrolled in by the District.

Ancillary service is defined to include but not be limited to, counseling, psychological services, testing, remedial instruction, speech and hearing therapy, health care services, tutorial services such as home or hospital instruction for the physically disabled, and extra-curricular athletics and activities.

Students enrolled as part-time students and enrolled in a course and/or receiving ancillary services must be enrolled at their attendance area school to receive those services. Requests for part-time attendance will follow the process below:

A.     For home-based (home school) instruction, submit a Declaration of Intent to Provide Home-based instruction and a Request for Part-time Attendance on an annual basis to StudentPlacement@bsd405.org

B.     For private school students, submit a Request for Part-time Attendance to StudentPlacement@bsd405.org

C.    For students receiving private special education services during the instructional day, submit a Request for Reduction of Schedule to StudentPlacement@bsd405.org

D.    Approval to enroll the student in a course(s) and/or to provide ancillary services will be provided by the Superintendent’s designee and the form will be provided to the attendance area school and Special Education Department (if applicable) to work out the details.

E.     Part-time students must be residents of the Bellevue School District and must follow the enrollment process.

F.      Generally, instruction and/or ancillary services will be provided by the attendance area school.

G.    Transporting the student is the responsibility of the parent, except in the case of students receiving special education transportation as determined by the student’s IEP.

H.    For elementary students it is the responsibility of the principal or administrator of the school to provide the Superintendent’s designee the following information:

  1. Name of School
  2. Name of Student
  3. Student ID Number
  4. Grade of Student
  5. Number of hours per-week student is attending or receiving services
  6. First day of part-time enrollment

I.    For secondary students, the academic course work is listed in the student information system, there is no need for additional reporting.
