The board recognizes that the rate of physical, social, emotional and academic growth will vary among individual students. Since each student grows at his/her own rate, these individual growth characteristics will be recognized in classroom programming.

After a student has successfully completed a year of study at a specific grade level, he/she will be promoted to the next grade. Promotion or retention is to be based on consideration of the best educational interest of each student. Factors which are to be taken into consideration as they relate to the individual student are the student's educational achievement in relation to the district's student lerning objectives; physical, social and emotional maturity, and age. Retention or double promotion of a student in grades kindergarten through eight shall in all cases result only from a thorough study of all these factors.

Parents of a student being considered for retention or double promotion shall be notified at the earliest possible time in the school year of the school's concern, and no retention or grade acceleration shall occur in grades kindergarten through eight except with the permission of the parents.
