Our Program

Kelsey Creek Parent Partnership (KCPP) is a Bellevue School District Parent Partner Program.  KCPP provides learning experiences for students that are consistent with the state's alternative learning experience requirements authorized under WAC 392-121-182.  Students and their parents can design a portion of the learning experiences under the supervision of school staff and the experiences may be conducted outside of the regular classroom.  The program is designed to serve members of the home-schooling community who desire an individualized, personalized and flexible course of study with strong parent/guardian involvement but who also want to have the benefit of engaging with other parents in providing academic enrichment and developing civic responsibility.  An annual curriculum allotment per student helps parents provide books, art supplies, and other educational materials needed to fulfill individual Written Student Learning Plans.

Enrollment Procedures

All students must complete ninety days of home schooling evidenced by filing a Declaration of Intent to Provide Home Based Instruction (see description below) to be eligible for enrollment. Students must enroll in the Bellevue School District when registering in order to participate in the program at KCPP. Inter-district transfers will be accepted as space allows following Bellevue resident enrollment.

The following documentation is needed to enroll your student in our program:

¨        Student Enrollment Form (Bellevue School District)

¨        Immunization status

¨        Copy of Birth Certificate

¨        Statement of Understanding

¨        Inter-district Transfer Form (from your resident district—for out-of-district students)

¨        Inter-district Transfer Application Form (Bellevue School District)

In-district students may enroll in the program full or part-time. Part-time enrollment may be allowed for resident students only if there is program capacity to accommodate the students. A parent remains on campus at all times the student is on campus. Exceptions may be made for students in 7th grade who turn 13 years old during the school year.

Out of district students may enroll in the program only if they participate full time consisting of twenty-five hours per week of learning in combination of at home and/or on-campus identified in the Written Student Learning Plan. Students enrolled in our program through the Bellevue School District may not be simultaneously enrolled in another school district.

Purpose of the Declaration of Intent

Declaration of Intent allows a parent to withdraw their child from Public School for the purpose of home based instruction. Home-Based instruction is provided by the parent or guardian as authorized under RCW 28A.200 and 28.A.225.010. Students are not subject to the rules and regulations governing public schools. The public school is under no obligation to provide instruction or instructional materials, or otherwise supervise the student’s education. The form must be renewed and filed annually by September 15 or within two weeks of the beginning of any public school quarter, trimester, or semester and may be downloaded from the link above.  KCPP has been designated by the Superintendent to maintain the originals for the Bellevue School District.
